Place the zucchini, celery, green onions, and green bell pepper in a mixing bowl.
Whisk the white vinegar, olive oil, white wine vinegar, water, basil, salt, and black pepper in a separate mixing bowl.
Pour the vinaigrette over the vegetables.
Stir gently until the vegetables are evenly coated.
Cover the mixing bowl and refrigerate for 1–2 hours.
Stir the salad again before serving.
Serve chilled or allow it to stand at room temperature for 10 minutes before serving.
